It is likely that you cannot redeem your Xbox Live Gold subscription code due to one of the following reasons:

1. The Xbox Live service is temporarily unavailable. Please check
http://xbox.com/status.

2. Your Xbox Live Gold subscription or Groove Music Pass has an outstanding balance, and new purchases are being declined. Please check
Sign in to your Microsoft account for your account/billing information.

3. Your PayPal account country/region doesn't match your Xbox Live account country/region.

4. Your account has incorrect or incomplete billing information.

I have the same problem. I called support and they said it's because I have to wait until my current prepaid subscription expires three weeks from now. Maybe this is your problem. It must be a new policy because I didn't wait before..in fact I think
you used to be able to do a couple years at once.
