Can't read messages.

Try this:

1. Sign in at
   account.live.com/reputationcheck.
2. Add your phone number, then select Send code.
3. Get the code from the text message sent to your phone, enter it on the webpage, and select
   Submit.
4. If you’re using your Xbox, press and hold the power button for 10 seconds to turn it off, then turn it on and sign back in. If you’re on a PC or mobile device, sign out of the Xbox app, then sign back in.

I can receive messages from other people, but when I get write of them it Says message cannot be sent it sends me back to the Xbox website and I didn't follow all the steps and all that, but I still can't message no one

In that case you would need to contact xbox support to verify your account privileges:
http://support.xbox.com/contact-us

I would contact microsoft support to see if there are any holds on the account(i.e. communication bans)
