Can't purchase free gold game. Your account is unable to make this type of purchase

My son is trying to purchase the XCOM : Enemy Unknown free gold game and it won't let him. We are getting the following message, "Your account is unable to make this purchase on Xbox.com. Please complete this transaction from your Xbox. Strange thing
is he IS on his Xbox. I am able to make the purchase with now problems, but since my home Xbox is a different device he won't be able to play unless I log in first, and that isn't really an option.

I did change the content restrictions to be "unrestricted" And change the purchase limitations from "free" to "all" After making those changes we both logged off his account and rebooted the xbox.

Is anyone else having this issue? Anyone else have a suggestion as to how to proceed.

What can't I buy 360 games from the xbox one store?

Whenever I try to purchase Xbox 360 games or original Xbox games in the Xbox one store (Including free games with gold) I get a message saying:

"Your account is unable to make this type of purchase on Xbox.com. Please complete this transaction from your Xbox."

How can I fix this?

Well your issue is twofold

First xbox one marketplace settings has no bearing on xbox 360 games

That's why you are having the issue

His xbox one isn't an xbox 360 in order for him to make the purchase he must use a 360 on his account to make the purchase or have you make the purchase on your account and yes you will have to designate his console as your home without going into your
private details these are the only solutions

This is enforced by the copa law

 

But he has the exact same permissions / restrictions / game raiting access / etc as my account. Why can I make the "purchase" and he can't?

 

Adult account can buy anything

Child accounts cannot make 360 purchases regardless of parental permissions from the web

You must use a 360 console if a child account or a parental account has to make the purchase

 

This applies as per the copa law

Xbox one permissions are not compatible with 360 as far as child accounts go

There is no no restrictions on 360

 

There seems to be no solution to this problem if a child account is the one with Xbox Live Gold and you don't have an Xbox 360.

The parent account does not have the ability to get the Xbox Live Gold game for free.

The child account gets the message "Your account is unable to make this type of purchase on Xbox.com".
