Can't purchase anything on xbox one due to privacy settings

That is usually due to a setting in Privacy and Online Safety Settings: http://support.xbox.com/en-us/xbox-one/security/cannot-change-my-privacy-settings

Purchasing through Xbox One console or on the website Xbox.com is essentially the same method for Xbox 360 backwards compatible games, so make sure the settings for that are correct to allow you to make purchases.

To share games you should set the account that purchased the games as xbox home and the parental account should allow the child account through privacy settings

These restrictions appears because you're using / you have a child account.
In order to change your privacy settings you need to join to a family group where an adult exists and only an adult account can change your restrictions until you reach 18 or 21 years (depending on the adulthood established in your country)
