Can't play new game I purchased on Xbox store

Halo 3 ODST is an add-on for Halo Masterchief Collection, not an individual game. So you would need the Masterchief Collection in order to play it.

I had the same problem, only I did the license transfer and other profiles on new xbox still can't play the games they were able to play on the old (dead) xbox. Why is it even new profiles on new xbox can't play the old games purchased on old xbox... I
thought the license transfer should take care of that problem....

There's 2 versions of the game available on the store for digital purchase.

you can't. you have to purchase the windows store versions of the game, halo infinite is a play anywhere title so purchasing via console or windows store gives you both, halo mcc is not and needs to be purchased for each platform, if you have them on steam you need to purchase on windows store if you want them on the xbox app.
