Can't Play DLC Offline

so,I've transfered the license, redownloaded everything, and I still can't play offline.

wtf am I doing wrong?

After doing the license transfer you will need to re-download any DLC/XBLA games that are effected by it. This should clear your problem.

I went into account management and transfered it on the 360 then redownloaded everything, I'm not using the account that bought the items

That would be the problem. You need to do the license transfer from the account that purchased the items.

I did transfer the license with the account that owns the items.

The game is different but I am experiencing the same. I've done the transfer, cache clearing, and redownloaded the content. And yes, this is the account I used to buy them. I'm starting to think it's something on Microsoft's end.

Usually unless you download it through the console itself, you can't play most DLC offline. Is there a reason you would want to play it offline?

^ All DLC works offline. It's saved to your hard drive. I mean, you can't play multiplayer map packs against other people offline, but everything is still there and able to be played offline.

you can play dlc offline. I connect with a wired connection to download dlc in all ME games and play the offline. It does not matter.
