Can't Play Digitally Downloaded Game

So I recently purchased the Resident Evil: Revelations deluxe bundle (includes Resident Evil Revelations & RE:R2 Deluxe Edition) and I installed both games and all additional content, of course, and every time I try to play RE:R2 it says I need to purchase
it or sign in. I have a 12 month Gold subscription that renews itself every year, so lack of Xbox Live is not the issue. I've tried restarting and hard-resetting my console, making sure to wait a couple minutes before rebooting each time, and still nothing.
Open to suggestions.

Digitally downloaded games

My best friend and I have the home share thing on our Xbox Ones. We are gonna get the digital version of NBA 2k 17. I'm currently at college and I didn't bring my Xbox with me, but my roommate did bring his. If I sign into my account on his Xbox and download
the game will I still be able to download it onto my Xbox back at home?

This happened to me as well. Only digitally downloaded games will play.

Let's have you try to Power Cycle the console and see if that helps first. How to restart or power cycle your Xbox One console. If not, try to remove your profile
and then re-add it to the console to see if that helps.
