Can't order a replacement power supply from myservice.xbox.com

I've been trying for two days now to order a replacement power supply from the official Xbox Support site. However, every time I try to pay, I end up with the following error message:

1072 - We apologize for the inconvenience, but your credit card cannot be authorized for this purchase. Credit card issuers will sometimes decline legitimate transactions if they look suspicious or are outside of your normal spending pattern. This
helps protect you from fraudulent use of your card. You should contact your card issuer to assure them that the charges are legitimate and then retry the order again.

An Xbox Support chat rep claimed that there was something wrong with my credit card. After confirming with my bank that the problem was on the other end, and trying to pay with 2 other credit cards unsuccessfully, I still haven't been offered a solution.
My guess is that their system is broken and they won't acknowledge it. Since this is the only way to order an official power supply I don't know what else to do.

power supply died.

To order a replacement power supply, go to
myservice.xbox.com/.../consolemanager.aspx. If your system is in warranty, you can register your console so you can get the replacement power supply for free, otherwise, you must pay for it.

The only way to pay is via American Express, Mastercard, or Visa. In the end I could never complete the order and no one from customer service helped me in the end.

If the power supply light is solid red or flashing orange, unplug the power supply and let it cool for 30 minutes. Then, plug the power supply back into the outlet.

If your power supply light is still flashing orange, solid red, or unlit, your power supply needs to be replaced. You can Order a replacement Xbox 360 power supply from the Xbox Online Service Center (link below). Console registration is required to replace
the power supply under warranty (the power supply warranty is the same as your console warranty).

If your power supply is flashing orange, solid red, or no light it may need to be replaced. Before asking for a replacement though try the following solutions:

Try plugging your console’s power supply into a different electrical outlet. Do not use a surge protector.

If the power supply light is solid red or flashing orange, unplug the power supply and let it cool for 30 minutes. Then, plug the power supply back into the outlet.
