Can't message through xbox app but have perfect reputation

I can message through the web interface, but not through the web app. My reputation score is perfect, zero complaints.

Can't Send Messages

So I've been dealing with this issue for over a month now. My account is completely unable to send messages to anyone through literally any means. I was able to send messages through the Xbox website for a little bit, but now even that is disabled. This
means that I literally cannot contact anyone through Xbox Live, except for game invites and party invites. I cannot use the app or Xbox Site. My reputation is perfect, my security settings are all filled out, and my internet connection specifics are all fine.
On paper, it looks like I was banned from sending messages without any reason or even a notification. On my console, I get the error "Message didn't send". The app says "Failed to send this message, please try again", and Xbox.com says "Because of your past
behavior, you can't send messages". But not only do I know I've done nothing wrong, the enforcement.xbox.com site tells me my rep is perfect. I've gone through the xbox tech support both online and through phonecalls, and they end up giving up on me once they
realize the problem is seemingly unsolvable. I honestly don't know what to do at this point, but I'm very upset that the Xbox Live service I am paying for is being restricted for no reason. If anyone knows any way to solve my problem, I would greatly appreciate
it.

TL;DR: I can't send messages through any means, and it is not related to my reputation or security settings.

I have made a new account but i cant message on the xbox account to anyone ive checked my reputation and its perfect and resetting the xbox doesnt work
