Can't manage payment options or buy things

I can't manage my payment options or buy things. Please help because I really need help with this. It has been like this for me for about two months now and I believe there's something weird about one of my credit cards. I can't delete the credit card option
or anything like that because I can't manage my payment options on my xbox 360. And when I try to manage my payment options for pc i get the error Server error in "/" application. I have tried to manage it with three different Pc's and it still doesn't work.

can't access manage payment option menu and can't buy anything - on console

i always use visa gift card to buy dlc. few weeks ago I entered a new card to get dlc. after that, when i'm on overview screen of what I want t buy - download,trial,rate. when I click on that download button, next screen reads - credit card info can't be
retrieved. when I click on manage payment option, I get error 803E0002. I can't access the payments option menu. I can't buy or even get free month game

Have you tried using both Xbox and PC to add this.

Also try using a different payment option (if you have one) to see if that works.

The best thing to do is contact support and speak with a billing agent, they will be able to access your account and replace the card or Remove it for you. After that, you will be able to access everything on your own. You can call
