Can't make payment to a $0.00 order of repairing a controller.

However, we have realized that this issue of yours would be dealt better by our live support team so that they can properly check what’s going on with your billing account. Though this could be an issue with billing concern. You may try to check your credit card information if the card stored in your account has match your account's billing and shipping address to your current location. Please do not post your credit card information and address here!

You can't register the controller. You'll need to contact Xbox Support. Make sure you have a copy of your receipt.

There are no repairs done for the controller, only replacements.

If Xbox Support creates a repair order for the controller you'll have to pay for shipping to send your controller into the repair center.

I. Order to get xbox 360 games you must have a payment option on file or use a 360

There is no its or buts about it

There must be a transaction even if it's 0.00 it's still a transaction

As maxen said it is a quirk of the store. The items aren't actually "free" they have a cost of $0.00, so to complete the transaction you need a payment method registered to the account in order to generate a receipt and the digital license.

As far as I know, you need to have some kind of billing information on file in order to make the purchase, even if that's a $0.00 purchase. It's a billing system technicality. Don't worry, credit cards and PayPal accounts don't get set up for auto-renewal
of anything if you don't use it to purchase Gold, Music, or any other membership. So once you've made your $0.00 purchase for the free Games With Gold promotion, you can immediately remove your payment option.
