Can't make any purchases on Xbox One (doesn't progress to payment option screen)

Everytime I try to make a purchase on the Xbox One (whether it's a movie rental, or as an example the new dlc for Batman:AK), I hit the purchase button on the items page, and a black screen pops in with a green loading wheel in the center. Typically, it
should go to the payment options page, but instead it will sit like this for a full minute, and then pop back to the item's store page as though I never clicked purchase.

I've looked around the support page, and did a search, but I seem to be unique in this situation. Any help would be great.

Issue regarding accessing Billing and Payment options

I am unable to currently purchase anything on the Xbox One marketplace or on the website. When I attempt to make a purchase it goes to the screen where it should give me payment choices but it goes straight to an error screen with a 25 character error code
and statement regarding changing my payment choice. I can't even do that as it also gives me no option to look at my payment choices from the settings "Payment and Billing" option on the Xbox One. Just another error screen saying the service is unavailable.


Xbox.com is even worse, I can't access anything payment related and only get error messages also. Its interesting to note that I have no issues on Xbox 360 using my credit card to purchase items or to access my payment options. I had to purchase BF4 premium
for the 360 and then transfer it over to the Xbox One just to get around this issue. I do not understand what is happening.

PS: I can't redeem MS gift cards unless I use MS Access to do it, even then I can't use the MS account funds for anything as it doesn't give me the option on 360 or One.

Hi, things work very strangely when it comes to backwards compatible titles and payment options added on an Xbox One, for whatever reason you can't use a payment option to purchase these games if you added it on an Xbox One, you have to add the payment option
on an Xbox 360..........funky huh

I added a payment option to my account at account.microsoft.com or on my Xbox One console, but I don't see the payment option when I try to purchase.

If you don't see the payment option when you try to make a purchase, you need to add
the payment option on your Xbox 360 console.

When this happens, can you repeat the purchasing steps to see if the confirmation page actually loads on the second or third attempt?

Another user reported this on the forums, and afterwards I experienced this myself, and simply trying again seemed to do the trick.

If not, please try power cycling the console (support.xbox.com/.../power-cycle-console) and then repeat the steps.

I cannot purchase anything. I cannot change the settings either. I am well over 18, but the console will not let me download anything other than "free" downloads. I go to support and it sends me in a *** loop, saying, oops we can't find the page or it
moved. Awesome *** Microsoft. You suck.
