Can't log into Xbox Live account on PC

Hello,

I have a problem with my Xbox account. First off, I can't add any friends because of some "privacy" settings I need to change. Well to change those settings, I need to be able to log into my support.xbox.com account, which I can't.
Sometimes when I click on "Sign In", the page just refreshes. Other times I get as far as typing in my password, but after that it just says that there was a problem logging be in and there were to many tries communicating with the authentication service.
Yes I've used different browsers, but got the same result.

Can anyone help me out?

This actually helped! Now I can log into account.xbox.com. There was a problem with an older account of mine. Now I just added them both into a family as adults. The only problem now is, when chaning the privacy & online settings and trying to apply them,
I just get the message: "Unexpected Error. Try again later." Trying again later didn't help.

just to be sure, are you able to login it
http://account.microsoft.com

if you can then please double check things like address information, security settings and payment options.

If signing in fails, please try inPrivate (Edge, Firefox, IE) or Incognito (Chrome) navigation via either ctrl+shift+p or ctrl+shift+n

If you were able to login and check the information then please try signing in at
http://account.xbox.com/settings

you should be able to change privacy & online safety settings via that website.

When things are adjusted you may have to sign out and sign back in again to activate those settings.

If your account is a child account then the parental account needs to sign in and adjust these settings for your account.

Small problem. I don't have an Xbox. I'm utilizing a PC with Windows Live ID... My problem is that I can't log into the account/privacy settings on my parents account. No idea whats going on haha.
