can't join Xbox Live Rewards

It has been a couple of weeks now and still I get this error:

Unfortunately, you can't join Xbox Live Rewards at the moment. It's strictly because of your age. We hope you will join once you are eligible to participate!

Please help me resolve this issue

Can't join

Whenever I attempt to join at https://rewards.xbox.com/join-now/ by clicking "Yes" and "Continue", I just get this message:

We're Sorry.
Unfortunately, you can't join Xbox Live Rewards right now. It's strictly because you need an Xbox Live account to join Xbox Live Rewards.

I have an Xbox Live account, gamertag , which I've had for years. Why can't I join?

I can't sign in to the page where you join Xbox Live Rewards. Even after clicking the sign in button, I still don't see my name in the upper right corner, and I get this whenever I try to sign up: "

We see that this account has been a Rewards member since December 27th, 2015. Are you having an issue with another account/gamertag?

 

Yes, the account I have issues with is 'DylanOneShot'. This is the account I have my Gold subscription associated hence I prefer this account. Please help me join Rewards with my DylanOneShot account.

Hello CableReign,

After investigating your other account, we found that the date of birth for that account is listed as beneath the 13 years of age requirement to join. Since they are beneath 13 years old, they cannot register for our program.
