Can't install game, but also can't purchase it

I own Minecraft Bedrock Edition on the Xbox One. However, the Xbox One is a pretty awful console that can't even handle adventure maps for the block game, so I'm looking to switch to PC where I don't spend two minutes getting about one frame every ten seconds waiting for it to load a small section of map.

However, I'm stuck in some sort of limbo; Everywhere I look, I'm told I must purchase a separate copy for the PC. I went to the Minecraft website itself first to attempt to do this, however the website is throwing up a nondescript error that they cannot complete the purchase right now...and has been doing that for close to 48 hours. So then I hop on the Microsoft store and try to purchase it. It throws up the error number 0x80048823 which...I couldn't find any information on.

Luckily, I realized I was on the wrong account in the Microsoft store, so I switched to my current account and went to buy it and, lo and behold, the store says I already own Minecraft for Windows 10! What good fortune, evidently ownership is not restricted between console and PC!

Except that I can't install it.

Any attempt to install it says there's no applicable devices linked to my account even though the computer I wish to install it on very much is linked. If this is the console-to-PC restriction in action then I'm still not able to do anything because I already own the game, so it doesn't give me the option to purchase for PC. The only other options beyond installing (which again, does not work) is to join Gamepass (which I'm not looking to do) or buy it as a gift for someone else (again, not looking to do that right now either)

What do I do?

That's the Xbox version. The one you want is specifically listed as Minecraft for Windows 10.

Well, it is an option.

Owning the game for the console doesn't also give you PC ownership since Minecraft is not a Play Anywhere title. Minecraft is also not on Game Pass for PC so purchasing Game Pass would not be an option for you either.

If it's not showing on your end. It can be on a different Microsoft account of yours or it was shared with you via a family member or a friend on your previous console.
