Can't get Teredo IP/unable to connect to party chat. APARTMENT COMPLEX INTERNET

Alright so i was able to connect to multiplayer games and talk to my friends in a party chat or in a game about a week or two ago but now i get the error, "Can't get a Teredo IP address" when testing my multiplayer connection and i am unable to join a party
chat now. I live in an apartment complex and its shared internet. If someone knows how to fix this or has any ideas, please let me know. Kinda starting to get *** since i blew $650+ on this system and games and xbox live and now it doesn't work for some reason
after its worked perfectly and connected perfectly in the past, on the same internet.

    :)

Could my router be the cause of my party chat problems?

I just finished upgrading the firmware to my router, going through the options I still didn't see anything related to ipv6 or teredo tunneling. I reset the router and made sure that UPnP was turned on. I also went to my xbox one and cleared the alternate
mac address and cleared it. The nat type is still strict and when attempting the test multiplayer connection option I still get the can't get a teredo ip address. Upon joining a party i'm still unable to join the party chat, I receive the message "Due to limitations,
you can't join party chat right now. (0x807d0106)"

Teredo is unable to qualify - I've tried EVERYTHING...

Teredo is a networking protocol that’s used to establish secure communications between clients and servers, and to facilitate connectivity between devices behind routers that use network address translation
    (NAT).

Failure to obtain a Teredo IP address can occur when there’s an issue with your Teredo adapter, when a device on your network is blocking the Teredo protocol, or if there’s software installed on your PC
that’s disabling Teredo functionality. Without a Teredo IP address, you’ll be unable to use party chat or do multiplayer gaming on Xbox Live.

Note The Teredo IP address is only necessary for Xbox Live party chat and multiplayer features. If your game doesn’t use the Xbox Live service, consult that game’s support site for help
    on chat and multiplayer issues.
