Can’t get teredo IP address on Xbox one using University internet

i currently live in the dorms at my university and im having trouble connecting to the internet via wired connection. I keep recieving the error “cant get teredo IP address” upon testing my interent connection. The xbox support site tells me to reset my
router/modem for 30 seconds but there is no possible way for me to do this since im on university internet. Is there anyway for me to fix this or will i just have to wait it out for my university IT department to fix the issue? any response would be great!
