Can't Enable Modification in GamePass

Discus and support Can't Enable Modification in GamePass in XBoX Games and Apps to solve the problem; I'm trying to Enable the Modify button in Skyrim, but I couldn't at all...     Why can't we use mods on XBOX?

    because Xbox is a secure platform, and allowing modifications requires it to be insecure. If you wish to use non-authorized modifications, you can't do it on a game console

    Is it a second hand console?

    If so, it could be modified, which isn't allowed. The modification can give troubles while updating or connecting to live.

    Can't give further detail, because talking about modifications is not allowed and not supported!!
