Can't edit privacy & online safety settings, but no parent account can

I've been trying to buy an xbox live gold subscription, but it said that my settings prevent purchases. When I went to "Privacy & Online Safety" in settings, I noticed that the "You can buy and download" setting was set to only free content. However, I can't
change any of these settings, and the parent account on my xbox can't change my settings either, it can only change my brother's profile's settings.

How can I enable myself to edit my privacy and online settings? Does it think I'm a child account without a parent? (In case it helps, my brother's profile was created first, then the parent profile, then finally mine)

Can't join an Xbox One family

Sorry you're having issues with your account. When your account was created if it was under the age of an adult, then your parent had to have associated your account with theirs for management. First, have your parent try their accounts here to see
which account oversees your account. Then have your parent sign in and do the following to set appropriate permissions here.

How to change Xbox LIVE online safety and privacy settings

You are allowed change the online safety and privacy settings for any profile on your console.

How to change your safety and privacy settings

Steps to follow:

First, you have to go to the My Account page

You need to sing in to your Xbox LIVE account clicking Sing In at the upper-right corner of the page.

Go to Settings and Preferences and select Privacy and Online Settings.

Now change the settings.

How to change your child’s safety and privacy settings

Steps to follow:

First, you have to go to the My Account page

You need to sing in to your Xbox LIVE account clicking Sing In at the upper-right corner of the page.

Proceed to Settings and Privacy and press Child.

Note: You’ll be asked for the parental Microsoft account in order to make changes to the child account’s safety settings.

Now change the settings.

If you are the parental account just go to the privacy settings of the child account to allow it online

Hi there,

if your account is considered a Child account, this is based on the Birth date on the Microsoft account then it is required to have a Parental account and not specifically if the account is part of a family. That parental account can set certain privacy
and online safety settings.

To change the online safety and privacy settings the parental account can sign in at
http://account.xbox.com/settings and change the settings for any child account connected.

If the account itself is a adult account then the settings can be set for the account via that same link.
