Can't Download Xbox Profile on 360 Emulator

I play my 360 games on xbox one. Recently I was unable to connect to the 360 emulator so I was told to delete my profiles then redownload them again. After deleting them I restart the game then i get a grey screen saying "getting your xbox 360 information"
once that goes away I attempt to download my profile only to get a message saying "Can't connect to Xbox Live Select Test Connection to troubleshoot your connection"..

My connection is great. I've tried

-changing dns servers

-resetting xbox

-resetting my router

-tons of videos

-impossible to call xbox support

-clearing cache

-factory reset

-uninstalling

-contacting the president of the united states

-clearing mac

-attempting to download on a hot spot

-unplugging

All with no results.

I have tried to get help from support but it seems near impossible to get a hold of live person and none of the solutions they have already fit my problem.

I had a similar experience long ago. So
if you've exhausted all of the troubleshooting tutorials with no luck (it seems you have), I'd like to know some things:

Are you using a wireless connection or are you directly connected via ethernet?
Have you had any luck downloading you 360 profile on another console?
Do you happen to have any issues with connectivity when playing multiplayer Xbox One games?
Would you be able to directly connect your Xbox to your router, even if it's just a test?

My first few attempts were wireless. My last attempt was directly connected to the Ethernet.
I do not have another console to download my profile onto.
No I play xbox one games with very few interruptions. When my 360 games were working I would often time be unable to join matches but after several attempts I could join.
I just plugged it into the router with the same result.

Unfortunately, I can't even get to the point where I can sign in on the emulated 360. If I try to download a profile (which seems to be the only option), I get the "Can't connect to Xbox Live" error.
