Can't download new avatars on my child account

My son was attempting to download a free avatar for his account and kept getting an error message. I attempted to adjust the settings as directed but it didn't work. Is there a trick to this? It doesn't even give the option to request permission to to purchase
even though his account is setup for that.

Avatar Companion blocked for child account - Parent can't purchase for a kid? Seriously?

So, my daughter wants to purchase an avatar item, Baby Groot Companion, for her avatar from the marketplace store. The item is FREE. She's blocked from doing so by MS due to being a child/teen account. Even though I am her parent, and even though I changed the family settings to allow her to purchase content and even though I have billing setup with MS, she still CANNOT purchase the item. I can't purchase it for her. Seriously?!!

Who in their infinite wisdom decided that FREE content allowed by a parent, can still NOT be purchased by a child? Come to think of it, if this is the case, why is there no way for a parent to purchase content and gift it to a child account?

Why is premium content blocked?

I have a parent account and have moved all privacy and security for a child account to allow all content but still my child can't download premium content.

Any solution?

Is this on the One or the 360? The avatar/360 store are set up differently than the store on the One. If he's on a child account, he would need to make the purchase from a 360 console.

i download dragon age 2 on the website and im on a family plan and i can't download dragon age 2. so my boyfriend, he's the one with the head of the family plan changed me to the adult plan, and still i can't download. so he changed all the setting and still
can't download. but im an adult. why can't i download dragon age 2 for my in game item. but on was on a child's account thing first before my boyfriend changed my account to adult. i didn't even knew i was on a child's account.

A year later and we (your customers) are still having this issue, yet we can create a new child account, with a new live avatar, but not sync it with a current offline profile??

Avatar (marketplace) items are tied to the account they are download on, they can't be used by other accounts on the same console.

Maybe they could try some games that have avatar awards.
