Cant download Gears of War 3

I recently purchased a copy of gears of war four. I live in Japan but my Xbox one system and games are from the United States. When I try to download the code that came with the game to download gears of war III I get the following error. "You can't acquire
this item and you're currently select the language. Change your language and region in settings or go to Microsoft.com/redeem." I tried downloading from the system and the website and get the same error. I change my language and region settings around and
got the same error. I even got on the chat with a tech and the person gave me a new code to use. But that code did not work either and gave me the same error. Please advise.

I never recieved the code for play Gears of war saga and I have the gears of war ultimate, anyway I bought Gears of war 4 and its has the bonus game for download gears of war 1,2,3 and judgment, but I cant use the code for gears of war 1 and gears of war
3, please I need help asap

That game is region locked. In order to download it, your account region has to match your physical location and you have to be in a region where the game is available. If your account region is set for the US, you would have to migrate your region to Japan.
