Can't download gears 5 ultimate edition.

I pre-order and the Pack of characters of Gears of War Ultimate Edition can't be downloaded :/

This still didn't work for me. It still says I only have the standard edition and I unfortunately can't play it still.

Im having same issue everytine i download it, it says its downloading ultimate but then once done its the standard edition with mo extras.

Yes you should still get the ultimate edition with the pre-order bonuses, this should be locked into your purchase. I would try to delete all of the save game data that it has installed so far, like completely remove all Gears 5 content from the Xbox,
then do a hard reset on your console. Then turn it back on and try to install it again. Hopefully that works!
