cant download games off of live or website

Hello everyone so today I bought 36 $ worth of Microsoft credit to purchase Tomb Raider on my Xbox one. I downloaded the code but when i try to download the game it tells me to change my privacy settings to allow me to download the game. That's fine but
when i go to privacy settings and online settings i can not change anything it just says that my restrictions are active but can not change till i connect to the service. i tried to download it on the web but when i press confirm I get a message saying that
something went wrong and to try later. I have been trying to download this game for 4 hours can someone please tell me what my problem is and how i can fix it.

I can't download the map pack !!!!

It says that im too young when i try to download off this website and i cant do it off my xbox because it says i cant download from where i am

 

XBL downloads

Instead of always having games digital games download from xbox live why not have give users the choice of downloading purchased xbl games through the xbox.com website. Simpily just give the users the ability to log into their xbox live account through the
xbox website and scroll the list of games or search the game that they want to download and let them purchase the game with the points in their account and download it while on the website.

 

First go to xbox.com and log into your profile. Then click on my account under your gamertag. In the center column the fisrt you'll see manage my profile and online saftey. Click on that and see f you can change the restrictions in therif not then try going
onto the Microsoft ecommerce site and see if you can change the settings from there. That should remove the restrictions and enable you to download the game. the commerce site is www.commerce.microsoft.com
