Cant download free games "Billing has been blocked"

I tried to download a free game today and an error said that billing to this account had been blocked... ok, but its free and I didn't have any problems downloading a free game a week ago. 80153021 Tells me to call xbox support by going to xbox.com and
following contact options. Ok, nowhere does it list this problem, nor does it give me a phone number to call. I have to wait on chat support or an hour wait for someone to call me?

PS4 here I come...

But I don't have a cell phone.
I talked to GFWL phone support for nearly an hour and windows live phone support but it seemed like they couldn't do much to help.
I reset my password but I still can't log on through GTAIV or the main client. It looks like all i need is the code from the text message but it seems really odd that the only way to verify myself is through a cell phone. why not email or home phone?
Any help would be appreciated.

 

I got the same error when trying to download free game dust. Said my billing has been blocked arrrgh

FIX IT MICROSOFT OR MY CASH WILL GO TO SONY.ALWAYS SOMETHING GREEDY WITH YOU GUYS WHY?

 

i am also having this problem as well as the account having a service alert. just wondering how to download the update after they are done with it.

A lot of people are having this problem so I'm thinking it's a glitch or something.

 

i can not understand how you ever try to threaten ms by changing to ps4, if you tried to get one today in my region i would at least have to wait 2-3 month until they are on stock again...

so on topic, did you try to get your free game via your 360? in many cases this is working better than navigation through xbox.com

 

Try to download the game again but if you are getting the same error then you should phone support for your region & ask why there is a block on your account.
