Can't download digital games

I've been trying to download Tomb Raider since I got it from the free with gold deal. As soon as I try to install it immediately says "Queued" it stays that way and eventually changes to "Installation Stopped." It never actually initiates the download at
all. I thought it might be because of my Sophos firewall, but I have made sure I have all the necessary ports open along with proper NAT settings. Under settings on the Xbox One it says NAT is Open and all services are available but it still won't download.
Not sure what is going on or how to fix this. Nothing regarding the Xbox IP is showing up in my logs so I can't figure this out for the life of me.

Have you checked your Network Statistics to make sure there is not a connectivity issue? If not you may want to check this first. Make sure that your Download, Upload, Packet Loss and Latency are within the recommended guidelines. For detailed instructions

If everything seems to be in order try deleting the game from your console, power-cycling and then reinstalling the game again. A lot of times this will fix that issue.
