Can't Download Black Ops Cold War From Disc

Discus and support Can't Download Black Ops Cold War From Disc in XBoX Games and Apps to solve the problem; I am on Xbox One and uninstalled Cold War. I am on Xbox One and uninstalled Cold War. When I went to reinstall it on disc, it repeatedly fails at 0%. I have tried everything on this link twice https://support.xbox.com/en-US/help/games-apps/troubleshooting/installation-process-stops-at-zero-when-installing-xbox-game-from-disc . It doesn't give me any information as to why it fails, it just says installation stopped. I have 240 GB free on my storage so that is not the issue.
