Cant download any games

I am unable to download any game from xbox live, I can download gta v updates just fine and my connection seems fine but when I try to download something it will just say "cant download" then the name of the game. Ive tried formatting my HDD, deleting the
system cache, my internet speed seems fine and Ive also tried downloading the game from my download history but its still not downloading the game.

Im trying to download Black Ops 3 but it keeps on saying that the installation is stopping and I looked up the error code which is 0x80070001 but doesn't show anything so just wondering if you could help me please and thank you.
