cant download any games from xbox on my pc

so, i am trying to download skyrim elder scrolls on my new pc and it won't let me. it keeps throwing the error code that means its installed on another device. i had it on my laptop, but ive uninstalled it and its still giving me the error code for any game I try to download using the xbox app.

If that fails then reinstall Store. Type CMD in Start Search, right click Command Prompt result to Run as Administrator, copy the following code and paste it into the box using the Edit tools from Box's top left dropdown menu, press Enter:

PowerShell -ExecutionPolicy Unrestricted -Command "& {$manifest = (Get-AppxPackage *WindowsStore*).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest}"

That didn't work either. It's sstill throwing the code.

Clear and reset Store cache in Windows 10

Step 1: Close Windows Store app if it’s running.

Step 2: In the Start menu search box, type WSReset (Windows Store Reset) to see Wsreset in the search results.

Step 3: Right-click on WSReset and then click Run as administrator option.

Step 4: restart Pc and Modem/router

i just tried that, it gave me the same error code
