Cant download any content from Xbox Live

Cant download content from Xbox Live. I tried to download outlast from the market. I am 18 years old and i have full accsess on my account. Every time i try to buy the game a message pops up an tells me to change my settings, but when i try to change these
settinngs it tells me that im not able to change these settings, even when i enter the correct account password an adress.

Hi,

Over the past week i have not been able to download anything off of the xbox live marketplace.

I have tried multiple add-on content and game related purchases, I do have the microsoft point to buy the items and such.

I have also tried all the different solutions offered, for example resetting router, removing marketplace cache.

When i try to buy an item, I am not able to purchase the item as it does not give me the option, instead a menu comes up stating:

There is a problem connecting to Xbox Live, please try again later.

Status Code: 8016CE52

If anyone could help me out that would be really helpful,

Are you in an xbox supported region?

Does your region match your physical location?

What is it saying is wrong with your settings?
