Can't download a game my brother bought with his home account on my Xbox One.

So basically, my brother is the home account on my xbox and I'm the home account on his console. That way we can share our games, I'm sure you know what I'm talking about.

It usually works perfectly; I can download and play everything he buys and vice versa. Exept recently he pre-ordered Doom Eternal but I don't have access to the download like usual, I need to buy it as well. It is very weird because I also pre-ordered a
game recently and he could download it just fine.

Anyone have a clue what's up with this?
