That error code means you have a billing violation. Go to billing.microsoft.com to make sure all of your information is correct and up to date and that you don't have any outstanding balances owed. If you can't fix it there, you'll need to call support and
talk to billing.

Usually, GTA updates itself if you start the game. Unless you have run out of storage capacity for the update download.

Do you have an error message or something that prevents you from updating?

Also try to clear the system cache before starting the game by going to the settings on the far right, there to the System tile in the upper left, and then in the storage options, highlight any storage device and press Y. Then clear the system cache with
the menu that appears.
