Can't customise privacy and online safety setting from "only free content" to ...

I've just bought an xbox one this week and previously had a 360. I bought £15 worth of microsoft points for FIFA from GAME. The money shows up in my account but won't let me redeem. It says "your settings are blocking purchases of free or paid content"
so when I go to privacy and online safety, click on customise and then go to the "customise privacy and online safety by download" the box at the bottom of this is greyed out and says "only free content" but will not let me click on it to change it to anything.

Can anyone advise please?

WHY?

It should be on your profile on the Microsoft app on windows 10.

 

If you cannot change the settings at the following link

account.xbox.com/Settings

Then, if you are under 18, you'll need to have a parent account sign in to do this.

 

Because nothing is working

 

First whether you can purchase something or not is not under the account.xbox.com/settings (privacy and online safety settings) it would fall under the family settings in account.microsoft.com/family

If your account is a child account you would need to sign in with an adult account that is in your family to make the changes there

Once you sign in with the parent account you should see your account their also and there will be a choice of more options that you can click on which will drop a menu down that says spending

Next page should have a link that says change content restrictions when you click on that it should then bring up a page:

And the first option there should give you a choice to turn off needing adult approval to purchase things.
