Can't create gamer tag.

I can't create a gamertag meaning that I cant create a Xbox live profile and use my newly bought Xbox. I've tried 4 different browsers, the xbox app and the xbox device. When testing in browser the request repsonds with 400 error with this payload:

The gamer tag was an autogenerated. When clicking on lets go nothing happens. Does anyone have more information about this? The service status page says everything is up and running but clearly that is not the case.

It should work fine when you create the account on account.xbox.com. Once the account has been created there, you should be able to use it on the console. It is good to know that you have done this. Let me know if you still have any other concerns.
