Cant control my dashboard.

I have the same issue and have tried the above steps including downloading the update offline which took three hours and nothing has changed

Exact same issue here...was on the phone with support and was disconnected...offline update did no good whatsoever. waiting for a callback from support. I will post back if I get a solution.

I have this exact problem with my Xbox One as well. I just did the manual offline update and it did not work for me. what would happen if i hit the factory reset button in the trouble shoot menu? what would I lose?

I just got done doing a reset on my xbox and it fixed all of the problems! Just go into the troubleshoot menu by holding the BIND and EJECT button then hitting power while still holding those 2 first buttons until a second startup sound comes on. Then go
to reset Xbox and then choose to keep your games and apps. then after a short while your Xbox shoud make you go through Start-up and should be working when your done!

The settings icon should be at the top of the friends list. Your not able to select it at all?

@maximumExtreme im unable to its like a frozen screen all im able to do is look at a friends list and turn off the console. im not able to accuse any other parts of my system.
