Can't Connect to Xbox Live

Desde hace una semana no puedo ingresar a Xbox live. Me dice que si tengo conexion a internet pero que no tengo comunicacion con xbox live. Llame a mi ISP y me dijeron que ellos no tienen puertos bloqueados y que puede ser que los servidores de xbox hayan
bloqueado la IP y por eso no me deje conectarme a Xbox. El internet que uso es de Movistar Venezuela. Solo me dijeron que ellos no podian hacer nada con la IP porque sus IP son Dinamicas no estaticas. I'm sorry but I don't speak english. You can use a translator.

Sorry to hear that you're having issues connecting to Xbox Live. Have you gone through the troubleshooting guide, Issues Connecting to Xbox Live, that is stickied? Do you receive
a particular error code when connecting to Xbox Live?
