Cant connect to xbox live correctly, or play games

For two days i have had this problem where i cant connect to xbox live. I go and test my network connection and it is says all good, but when i test my multiplayer connection it says "Back up and try the test again. If it still doesnt work, there may be
a problem with your network. (0x0000000000000000)." So I sign out of my account and back in and the same thing happens. i tried it with another account and the same thing happened. I was going to try to delete my account and add it back but when i try to go
to settings it cancels out and goes back to Xbox Home. I tried resetting my xbox and i turned my router off for 5 minutes then turned it back on and the same thing happened. I researched some steps for this and it said do all the things i have already done.

This all started when i tried to play the disc version of NBA 2K17 and it said the player who bought this needs to be signed in. well i was the one who bought it, and i didnt think it would matter since i had it on a disc. I cleared the reserved space on
the game and the same thing occurred. I reset my xbox and then the thing i mentioned above started happening, now i cant play any games because it says i have to be online and "if you're on this xbox regularly, make it your home xbox to enable offline play
for games you own..." So i was going to go to settings but i cant because it cancels out and takes me back to the Xbox Home.

I didnt want to be the mean person, because i thought it mightve been my fault at first. But i have tried every little thing that any forum has said and it hasnt worked. I contacted my router company to see if anything was wrong connecting to the xbox servers
and they said no. This process has been really tedious and annoying. I am paying for xbox live gold that i cant even use. If anyone could help me it would be greatly appreciated.

I cant connect to Xbox live my homepage has "connect to Xbox live" i can see my friends list but I cant join party's or play games.
