Cant connect to xbox live and play DLC?

I was able to play at home on xbox live. I am currently in a different country and will be for a while. I can connect to the internet but I always get a BIG RED X trying to connect to xbox live. My xbox wont let me play my game because it cant find the DLC
which i can clearly see on my hard drive. Does anyone know how to re download a DLC offline. I should be able to download it from Microsoft onto my computer and use usb to my 360. They can see i payed for it. I This is very disconcerning. I have 40 hrs on
this game. I can start a new character but cant play the one with the dlc.Is there a way to remove the dlc and still play my character. The game is Dragon Age Inquisition and the dlc is flames of inquisition. Thank you all for any help.

Cant connect to xbox Live and cant play downloaded games, so I have problems too.

I cant connect to Xbox live my homepage has "connect to Xbox live" i can see my friends list but I cant join party's or play games.

 

It sounds like a licensing issue. If you had changed consoles after purchasing the DLC you would need to transfer the license to the console you're using in order to play it offline. Unfortunately to transfer licenses and to redownload content you have to
be able to connect to Live with the console. There is no way to download directly from the PC.

Unfortunately I haven't played Dragon Age so I can't give you advice on that.
