Can't connect second controller

Ok, Where to begin. Our second controller is not being recognized by the system any longer. It will not connect as guest etc. Doesn't matter which controller we use, the first one will connect, but never the second. I have recieved "there was a problem.
we could not sign you in.try again in a few minutes or check your account by signing into account.live.com sign in 0x80070005" . I've tried reconnecting using the buttons on the front of the controller and the side button of the console. re-startng to solve
0x80070005 did not work either. will not accept any signin for the 2nd controller, telling me the 1st controller is already signed in.

of note, we were forced to create a brand new identity a few months back due to a major system crash tyhat appear to affect alot of people....not sure if the issue started there or not as the console often doesn't have 2 people trying to use it. At the time
of our new identity we also lost about 3 months of our xbox live gold contract, but that part is up and running smoothly now after re-subscribing. Basically everythng works fine with one controller....just can't get a second one connected.

any assistance would be much appreciated. would like to get this issue solved before Christmas so the system can be played by more than one person at a time.

I meant "....each time the issue was with the second controller." not second connect controller.

 

Have you tried going into settings/Kinect & Devices choose Devices & Accessories Then assign your controller to whoever you want, make sure your controller is connected with cable when doing this and updated.

I have done as you mentioned. It updated with the usb and is recognized by the console. both controllers are there on the screen under setting...both are assigned. so we tried to do the split screen with 2 people playing Plants vs Zombie Garden Warefare
as a test....and again it fails. One controller is recognized for the game and the second one cant be added as a new one or as a guest. When I try to add under my name it tells me one controller is already assigned. trying to get it added as a new player it
asks for email and password and then tells me it is already being used . trying to add as a guest it tells to try again later (which never works). Am I expected to create a second email and password just to get the controller to work? or would that even work,
as the second email wouldn't have the gold account associated to it. (again, I can swap the controller out....which ever one starts on the console is recognized, the second one not)
