Cant change privacy settings and cant buy gold because of it!!!

I tried to buy xbox live through my one, but it said my privacy settings are stopping that from happening. So I venture on to the privacy setting and alas it says this along with content restrictions next to it: "your privacy/content settings are in effect,
but cannot be changed until we connect to the service".

So I decided to go on the xbox website and check my settings through that which actually say everything is open and I can buy gold. But even on the website I tried that, and multiple times later it went through, my money was taken out but apparently it was
refunded to me shortly after. So i have no clue what is going on.

My main focus is fixing this **** privacy setting and then trying to get gold.

Cant join a CLUB

I cant join a club because of my privacy settings.

So i looked at my privacy settings and I cant find where i can change it.

My first idea was to use the Forza forum, but I cant login. Im still waiting to get an awnser to my support ticket about it.

But well the main issue isnt Forza itself. I have the issue because I cant change my online safety / privacy settings in xbox.
