    i went to change my profile pic to a custom picture and it said i cant cause of past behavior

    Stupid question: Have you gone through the customization options on your xbox account? The pathway is:

    My Profile>Customize profile>Change gamerpic.

    I know it's kinda obvious, but it's the first place we can start.

    Unfortunately right now the feature is disabled and it is not known when it will be enabled again:
