Can't change my billing info

So I have a two step verification method

And I used my Alternate email address for the verification code (as usual)

And Microsoft hasn't sent me any codes for 7 months in my email and I'm getting frustrated.

I have a Gmail address.

Try going to billing.microsoft.com If you still can't fix it, call support and talk to billing.

Can't Change billing info

Gamertag . Tried to change my billing info from my Xbox 360, i kept running into this code

Status code 80190864

Tried going online to change it, It keeps telling me "Whoops you have runned into a glitch in the system"

Typically when you receive this error it means that there is a temporary block on your account due to a violation of the billing terms of service. Usually this occurs when you have a credit or debit card stuck in a decline cycle. You probably had a subscription
setup on your credit or debit card at one point and when Microsoft attempted to charge you, the payment was declined multiple times resulting in the violation on your subscription. A representative will need to transfer the outstanding balance to another payment
