Can't change gamertag

Okay, so I was playing xbox and I figured out that my gamertag changed. And I got an email saying that my gamer-tag was 'inappropriate' and that I got assigned a new one. But the new one I don't like. Plus my old gamertag was not inappropriate in any way.
So I was seeing if I could maybe get a free change. If you could contact me at -

Can't Change Gamertag

I was attempting to change my gamer tag for the first time. The one I want is available but every time I attempt I receive the following error code:

Not sure why I am getting an error message. Also I thought you get one free change, maybe that is the reason there is an issue?

Hi I'm from Mexico and I'm trying to change my gamertag since some weeks buying it with paypal or with debit card but it seems like I just can't, I really need some help, this error keeps popping out:

If your gamertag was forcefully changed by Xbox Live Enforcement then that is it. You can no longer pick your own or get a free one because people were exploiting it to just get free gamertag changes. You have to pay $9.99 as you normally would if you were
going to change it yourself. The Enforcement team does not go around changing gamertags for no good reason, your gamertag must have infringed on the Code of Conduct.
