Cant change country on card info

I keep getting an error message any time i try purchasing games/DLC for any game outside Xbox One. It states i need to have a valid form of payment -which it is updated- and i could buy a One game immediately after, no issues. When i try updating my info,
it wont let me choose Canada as my country, its always locked on to usa. Any helps appreciated

No its a canadian address on the card itself, but the site locks into the USA before i even put any info in. And yes correct, debit/credit card.

Are you trying to update this on the console?

Online at account.microsoft.com where are you trying to update it at?

Sorry for the issue with your payment option. Have you tried removing the credit/debit card then adding it back on? If you are trying to buy original Xbox game or a backward compatible game you can also try it on the website. Remember the only time you can
use currency for these games is on the Xbox 360. There have been service alerts as of late also, that may have been affecting this. Currently there is a service alert for social and gaming for party chat. Yesterday was one for purchase and content usage. You
can view it at https://support.xbox.com/xbox-live-status.

Just scroll to the very bottom of the page and click the tiny globe icon. Then select your region and finish the transaction that way.

Yeah, my account currently has my cards info, and it works, as ive bought games with it. But for whatever reason whenever i go to buy a game or DLC on any previous generation game, i get an error message stating i need a valid form of payment.
