Can't buy games on a parent account?

I bought the Xbox Gamepass for PC yesterday, and I noticed that I can't download games that are rated M for Mature, so I can't get Dead Cells. But my account is the parent account, so I can't change restrictions on it. The only reason there's a parent account at all is because I made my account when I was younger after my parents got me an Xbox. I downloaded the Xbox Family App, and the only account I can change restrictions for is my other account. How do I fix this?

No. An underage account is allowed to PLAY said games if the parental settings allow it, but they can't buy it themselves.

Just like in a store, parents can buy M rated games and let their kids play them, but the kids can't buy it themselves.

Another thing that may be causing conflicts is within a family group, try to leave the group and try to download games through the Microsoft Store app on your Windows.

18+ generally just means kids can't buy them without parents' permission As long as the parent approves the purchase, the kids can play the games.

Parents are responsible for the content there kids view.

Underage kids can't even buy the games.
