Can't Buy Free DLC

I'm trying to download some of the free old Assassin's Creed DLC, was considering buying the ones that weren't free too. But I click "download" and it asks me to manage my payment options, and the only option is to add a credit card to my account. There's
no "I don't want to" or "Skip" or "One-off payment" option. I don't want to do add a card for fear of accidental purchases etc, I just either want to play the free games or make a one-off payment. I didn't have to add a card when
I've bought games in the past. Please advise?

I got a free sub today. I only had to buy 30 other subs first. But I can't wait for the free DLC tomorrow!

I have the error code 0x8013153B It doesn't let me buy anything from the store

 

In order to make a purchase, free or not, you have to have a payment method on file. There is no way around that. For 360 content through the One, this requires a credit card or Paypal.

I couldn't see an option for PayPal. Would be happy to link that instead of a credit card. Do you set this up through your account?
