can't buy backwards compatible games

I had a few odd experiences with the security settings before this happened after re-entering my new creditcard information.

but also before.

I tried buying phantasy star 2 (360) on my new xbox one x, but it doesnt list my payment options when I want to buy it. It first displays a price of 4.79 because I have gold maybe, and after clicking to buy it displays the price of 4.99 and says that there
aren't valid payments options. I do have both creditcard and paypal in my payment methods, so whats wrong here, its totally frustrating.

I tried buying an other backwards compatible game and it gave the same result.

When I try buying through the microsoft store on my pc, it gives a different problem. There the price is even 4.99 and when I want to proceed to the checkout, it gives some error about not being able to enter the security-page. This happened after I changed
my security-email backup address in windowslive account. And it says I can only enter it again after approx ONE MONTH when the account change has been processed!

who can help me out pls

I have been trying to buy a backwards compatible game Red Dead Redemption for a while now but it seems I keep facing the same issue, which is that I do not have a valid payment option on file even when I'm paying for Xbox gold monthly.

When I change the payment method, it redirects me to the UK website asking for a UK billing address etc, however, I am based in SG and do not have that information.

Is there a support email I can contact, the live chat doesn't work well for me as I am not at my desk all day and can't keep staying and waiting for an answer due to work.
