Can't buy backwards compatible games on Xbox One due to them "not being available in my region"

Keep in mind that using a different region then your actual region can result in issues purchasing (also free) and downloading content, especially Xbox 360 content, also a valid payment option that matches the region is required in order to acquire Xbox
360 content via Xbox One console, Xbox App and xbox.com.

Since you are not in a supported country, I don't think a lot can be done other then accept that certain things will not work.

Yes it is down to your region not being supported. Unfortunately there is nothing that can be done as billing information needs to match your location.

What is the game you're trying to buy? If it's a backwards compatible title then you cannot use currency on your account to purchase it unless you're on an Xbox 360 console. Also, please be aware that not all backwards compatible titles are available
in all regions due to governmental restrictions. Although the Xbox One is a region free console this does not apply to backwards compatible titles

Can't say that any of my DLC for Gears is showing up in the game, perhaps it is being added by region?

Even with the vote, there was no guarantee the games would become backwards compatible. Microsoft can't just flip a switch and make them compatible. The developers/publishers have to put in a little work too. There also may be issues due to things like
licensing that can keep them from being made available.
