Can’t add account or sign in to Xbox One

thanks for coming to the forums. First we recommend to make sure the console is plugged directly into a wall outlet. Then you can try an

offline update. If the offline update doesn't work you may want to think of a repair.

Yes, already performed. No, does not fix the issue (as seen in the video). Same thing is still happening (don’t even get the option to enter any info after selecting “Add new”).

-I have turned off the console via the guide (with instant-on enabled and disabled, instant-on is currently diasabled).

-I have restarted the console via the guide.

-I have power cycled the console via the power button on the front of the Xbox One X.

-I have power cycled the console via the power button and unplugged the power cord for 15 seconds then restarted.

Hello, do you already performed a console power cycle? this will fix most of the times this kind of issues, here are the instructions in the following link:
