Error Code 80048821 on Security Proofs

I can't set or even access security proofs on my Xbox Live Account (via account management -> Account settings-> Security proofs). I get the error 80048821, what does that mean?

Here's what the full message says:

Sorry, either that's the wrong password, or the email you entered doesn't have an Xbox LIVE membership. Please try again, or go to Xbox.com/forgot if you need help. Code:80048821

How to control access to your Xbox LIVE account

It is possible to restrict access to your Xbox LIVE account by using a pass code, or making it necessary to sign into your Xbox profile using your Microsoft account password.

Set a pass code

A pass code is a button sequence on your controller, which you can use to restrict access to your Xbox LIVE profile. After you have set the pass code, anyone who wants to sign into Xbox LIVE using your profile must enter the pass code.

Steps to follow

1) Under Settings, select Account

2) Go to Account Security, and then select Pass Code

3) Enter your four-button code on your controller. You can use the directional pads, the triggers, the bumpers, X and Y.

4) Re-enter your pass code for confirmation

The next time you sign in with your Xbox LIVE gamertag, you will be required to enter the pass code.

If you want to change or reset your pass code, just repeat the above steps. You will be required to enter the old pass code before you can change it.

you should also be able to clear any consoles from remembering your password here:
live.xbox.com/.../Protection

You can also try setting up a passcode (input via controller buttons), should prevent the account from accessing xbox live without it, and if you can't access xbox live you can't buy anything

Exactly the same problem. It's ridiculous. This was never an isssue when I first got an xbox and i have I've had no problems since this security verifiication process was introduced and now I can't access my account, and can't sort out any of my billing
information because of a ridiculous security code. This is made worse by the fact that if you have paid for xbox live gold and you can't access your account you have basically thrown money away. Shocking addition, absolutely ridiculous

P.S. sorry for no helpful suggestions, have no idea how to help.Maybe i can in 30 days time when my security code has come through

No i dont. I get this message when i try to get into the security dashboard:

You can't access this site right now

This site requires a security code to sign in. When your security info updates on 12/5/2022 you will be able to access this site. You can still access sites such as Outlook and Skype that don't require a security code.

On 11/5/2022 you requested that your security info be replaced

Which i don't have the code. Can't just someone change the email to mine. I can prove it's my account

Are you talking about on the Xbox One when you're asked to enter the email address associated with your Live account

OR

Are you talking about the security code that can be sent via email, text?
